Yes, it certainly looks like python, as installed under Windows, is not accessible to WSL / bash / mingw64. You can try to confirm that the “owner” of the python folder (s) and exe file include the WSL user. I.e. you need to look (under Windows) at the Windows permissions / ownership. Alternatively, try using sudo, e.g. so to set the path ~/.bash_profile command gives permission denied. I went through some of the already answered to the similar question. I found out that I can set the path only by using open -e .bash_profile but i remeber setting the path in bash shell by the command ~/.bash_profile
